Responsibilities and Authorities
Chairman & Chief Executive
He is the Head of the unit and is overall responsible for the following activities:
  • To ensure smooth and efficient operations of HWB, all HWPs and various projects undertaken by HWB.
  • Planning, execution and review of various Project Schemes, R & D activities and other technical/ collaboration matters of the unit.
  • To consider and recommend for Government approval the Five Year Plan, Annual Plans and independent projects / schemes of the Unit, keeping in view the general / specific guidelines of the Government / Planning Commission in this regard.
  • To consider and recommend for Government approval the Annual Budget estimates and revised estimates of the Unit.
  • To recommend / approve the major proposals for award of contracts, purchase of equipment / machinery / material / supplies and consultancies.
  • To recommend / approve proposals for pricing of Heavy Water and other products / services offered by the Unit.
  • To recommend / approve the proposals for recruitment / promotions of Scientific & Administrative staff.
Senior Executive Director (Technical)
  • Formulation and implementation of new projects.
  • Development and commercial exploitation of spin-off technologies.
  • Research, Process and Technology development.
  • Guiding and coordinating activities of Engineering Group.
  • Plant asset optimization and plant life management.
  • Chemical science and corrosion control.
  • Energy management/conservation.
  • Technical audit covering operation and maintenance.
  • Consultancy/services contract and quality assurance/quality surveillance.
  • In-service inspection.
  • Management information system.
  • Heavy water stock verification.
  • Replies relating to Parliament question.
Executive Director (Project, Energy & Services)
  • Formulation, implementation, execution and monitoring of new projects.
  • Various aspects of energy management/conservation.
  • Review of budget estimates of individual plants,
  • In-service Inspection plants.
  • Quality assurance in respect of various procurements.
  • Indigenisation of spares for imported equipment.
  • Implementation of QMS.
  • Verification and maintenance of records on inventory of special material.
Executive Director (Operations)
  • Safe and efficient operation of all the Heavy Water Plants.
  • Human Resource development and knowledge management activities.
  • Performance evaluation / review of plants and site execution of required up gradation / modification.
  • Operational services
  • Quality management in operation,
  • Monitoring production cost
  • The maintenance & outage management, besides indigenous / development of alternate sources for spares / equipments / special material.
Executive Director (R&D / Engineering / New Activities):
  • Development of energy efficient and eco friendly technologies for other isotope separation and for aiding heavy water production program in HWPs and promoting exploitation of spin-off technologies in Indian chemical process industry.
  • Providing co-ordination to R&D projects in the areas of extractants / solvents (if required solvent extraction processes) used in the front end and back end of nuclear fuel cycle and converting the Lab/Bench Scale synthesis in to industrial scale technologies for meeting DAE/non DAE requirements.
  • Identification of areas of sponsored/collaborative R&D projects and also providing coordinatorship with responsibilities to shape/monitor inter disciplinary activities related to HWPs/HWB within DAE Units and outside agencies.
  • Identification of other opportunities including alternate use of Heavy Water and sabbatical arrangements for advanced research / development.
  • Development of R&D facilities.
Associate Director (Operations)
  • Safe and efficient operation of HWPs (Hazira, Thal & Baroda).
  • Performance evaluation / review of plants and site execution of required up gradation / modification.
  • Operational services
  • Quality management in operation,
  • Monitoring production cost
Associate Director(Engineering/ Plant Life Extension/ Quality Surveillance/ In-service Inspections)
  • Activities related to Engineering, Plant Life Extension, Quality Surveillance and In-service Inspections.
General Manager (Safety & Public Awareness)
  • Safety & Environment assurance in operation.
  • Hazard operability studies.
  • Safety audit, quantitative risk assessment.
  • Review / follow up of safety & environment reports / safety related deficiencies and safety related security aspects with plant
  • Coordination with AERB / other statutory organization
General Manager (Research, Process & Technology Development)
  • Meeting the requirements of process development on various selected areas according to the requirements as per decision of HWB.
  • Review Time over-run and Cost over-run of various project of the section and take corrective / preventive action.
  • Review commitments regarding Budgetary expenditures, Forecasts, Planning Requirements vis-a-vis actual figures and take corrective / preventive actions.
  • Co-ordinate with statutory authorities for project purposes.
Chief Engineer (Mechanical)
  • Review Mechanical Engineering Designs and development activities.
  • Interact with peer groups & sections of HWB/ Heavy Water Plant sites, other DAE Units.
  • Interact with external consultants, suppliers, fabricators, inspection agency and vendors.
Chief Engineer (Electronics & Instrumentation)
  • To plan, specify and procure instrumentation & control equipment / systems for various HWP Sites as well as various office automation products for HWB & HWPs.
  • To co-ordinate between HWB/HWPs and various units / committees of DAE for matters related to Physical Protection Systems & Gadgetry at various HWPs.
Officer on Special Duty (Information Technology & Long Term Planning)
  • To plan, procure, install, commission and maintain various computer & communication facilities at HWB (C.O) and various intra/inter site communication systems.
  • Development of application software required by various users of HWB & HWPs either using in-house resources or through a third party.
  • Maintenance and management of IT security at C.O and advice various HWPs for the same.
  • Co-ordination with various agencies for of HWB's hosting website and related email accounts.
Chief Engineer (Operations)
  • Proper functioning of the Operation Section.
  • Monitoring and analysis of plant performance and suggesting possible measures for improvements.
  • Coordination with DPS for procurement of bulk chemicals, resins and any other critical items required for operation of various HWPs.
  • As secretary of Central Modification Committee, to review various modification proposals put up by HWB/HWPs and monitoring of approved modifications.
  • Monitoring of consumption of various utilities like energy, chemicals, resins.
  • Monitoring of performance of catalysts, resins and activated charcoal.
  • Fly ash management for HWP, Manuguru.
Chief Engineer (Process Engineering / Upgradation of Operating Plants)
  • Monitoring and co-ordination of all process engineering design & development activities.
Chief Engineer (Electrical)
  • He is overall In-charge of Electrical Engineering Section.
  • Provide support services within section, operation group and HWP sites as per requirement.
  • Issuing the work order to contractor for electrical installations in HWB either through DCS & EM group or through Central Office.
  • Procurement of electrical items as and when required.
  • He is Member Secretary of Heavy Water Board TRAMIC.
Deputy General Manager (HRD)
  • Overall in charge of the Human Resources Development section.
  • Identifying training needs in consultation with Heavy Water Plants.
  • Coordination / arrangement for external & in house training programs
  • Implementation of Authorizations scheme and Qualification Incentive Scheme in HWPs.
  • Maintaining of HWB website.
  • He is Member Secretary of Apex committee.
Additional Chief Engineer (Quality Assurance/ Quality Surveillance/ In-Service Inspection)
  • Quality Assurance & Surveillance for Equipments, Machineries and Piping required for HWPs.
  • Review & Monitoring of In Service Inspection documents and its implementation at HWPs.
  • Development of Non Destructive Testing Manpower to carryout the In-Service Inspection jobs at HWPs.
  • Procurement and inspection of various items inclusive of Non Destructive Testing equipments for HWPs.
  • Release of inspected and accepted items.
Additional Chief Engineer (Electrical)
  • Dealing matters related to external agencies regarding power supplies to Plants.
  • Ensuring execution of capital schemes related to Energy Saving Schemes, electrical works & new projects as taken up by HWB.
  • Providing support to process, operation & safety section on the matters related to Electrical system.
Additional Chief Engineer (Process)
  • Meeting the requirements on process development on various selected areas according to the requirements.
  • Analysis of the existing knowledge base on the selected job.
  • Selection of the processes/techniques and selection of sub sections.
  • Integrated process development with inputs from various other sections.
Additional Chief Engineer (Maintenance & Outage Management):
  • Convene meetings of Standing Committee on Maintenance & Outage Management at HWB and make available the decisions to Chief General Manager/ General Manager of each plant.
  • Analyze various reports along with action taken reports received from HWPs.
  • Periodically compile and submit the overall stores inventory status report.
  • Review existing Maintenance & Outage Management procedures at HWPs.
Additional Chief Engineer (Mechanical)
  • Review Mechanical Engineering Designs and development activities.
  • Interact with Peer review groups & sections of HWB/ Heavy Water Plant sites, other DAE Units.
  • Interact with external consultants, suppliers, fabricators, inspection agency and vendors.
Additional Chief Engineer (Civil):
  • Co-ordination and monitoring of all activities related to Civil Engineering.
Manager (SHE)
  • Review & monitor SHE performance of Heavy Water Plants.
  • Review & monitor emergency preparedness of Heavy Water Plants.
  • Liaison with statutory and regulatory agencies.
  • Review of various documents as a ember of SCHWOP
Manager (EMC)
  • Planning, Co-ordination and monitoring of all activities carried out by Energy Management & Conservation Cell for Heavy Water Plants as well as for external agencies.
Internal Financial Adviser
  • Formulation and submission of Budget proposals.
  • Monitoring of expenditure and submission of Appropriation Account.
  • Scrutiny of files involving financial aspects.
  • Assisting and advising Chief Executive in all financial matters.
  • Monitoring of Audit Para .
Chief Administrative Officer
  • Processing policy matters in subjects of Administration and liaise with HWPs/DAE /other State/Central Government including statutory authorities as required.
  • To deal with the matters related to legal, statutory and regulatory arising at HWB (CO)/HWPs and also to ensure compliance of the above as applicable.
  • To ensure the management of effective communication within and between various levels and functionaries.
  • He is also working in the capacity of Staff Grievance Officer, Liaison Officer for SC/ST, Vigilance Officer, Appointing /Disciplinary Authority for Group C posts in HWB & Appellate Authority in respect of Group D posts in HWB.
Deputy Controller of Accounts
  • Assisting in preparation of Budget Estimates and monitoring expenditure with reference to Budget Estimates.
  • Assisting and sorting out all financial matters .
  • Giving concurrence to financial proposals.
  • Managing and guiding Accounts personnel
  • Making payments of bills.
Administrative Officer
  • In-charge of Administration Sections, which includes activities like Recruitment, Personnel, Administration, Industrial Relations, Welfare and Transport.
  • Sending regular returns to DAE on administrative matters.
  • Co-ordination with Government and statutory authorities.
  • Providing advice to the competent authorities in Administrative matters.
  • Procurement of stationery, Uniform, office equipment, transport, communication facilities, etc.
  • Functions as Head of the Office
Pay & Accounts Officer/ Senior Accounts Officer
  • Authorizing payments including salary disbursement.
  • Co-ordination of budgeting and procurement.
  • Implementing and maintaining all Management System for his Section.
  • Guiding competent authority in financial matters.
  • Scrutiny, Pre-Audit , Review of recommendation of indents and work orders
  • Sale of tenders, Opening of tenders, Negotiations etc.
  • Scrutinizing the purchase proposals and passing of purchase bills
Assistant Personnel Officer
  • He / She is responsible for smooth functioning of the respective section (e.g. Recruitment, Establishment, Industrial Relations, General, etc.) assigned to him / her.
Assistant Accounts Officer
  • He / She is responsible for smooth functioning of the respective section (e.g. Budget, Establishment, Finance, etc.) assigned to him / her.
Assistant Security Officer
  • Overall in-charge of Security and Transport sections.
  • Deployment of Government vehicles.
  • Issue of passes for contract personnel
  • Liaison with Police & Other agencies concerned with Security.
