- Sealed tenders (single part) are invited by Associate Director (S,SE&PA), Heavy Water Board, on behalf of President of India from competent, eligible and experienced consultants for the following works.
- Name of the Work : Providing consultancy services for obtaining “Environmental Clearance” from Ministry of Environment & Forests, Govt. of India, New Delhi and “Consent to Establish” from Orissa State Pollution Control Board for setting up of Rare Metal Recovery Plant at IFFCO, Paradeep, Dist.- Jagatsinghpur, Orissa.
- Estimated Cost (Rs.) : Rs. 19.00 Lakh (Nineteen Lakh Only)
- Cost of Tender (Non Refundable) : Rs. 500/- (Rupees five hundred only)
- Period of Completion : Eighteen months
- Period of Validity of Tender : 90 days from the date of opening of the tender.
- Date of sale of Tender Document : From 26.11.2007 to 14.12.2007.
- Date and Time of pre-bid meeting : 24.12.2007 at 14.30 hrs at Heavy Water Board, V.S. Bhavan, Anushaktinagar, Mumbai-400 094.
- Last Date of Receipt of Tender : 03.01.2008 at 15.00 hrs.
- Date of opening of tender in presence of attending tenderers : 03.01.2008 at 15.30 hrs.
- Earnest Money Deposit (EMD) (Rs.) : Rs. 38,000/-.
Earnest Money Deposit (EMD) for the amount indicated should be submitted in a separate envelope along with the bid and should be in the form of either crossed Demand Draft from Nationalised or Scheduled Banks drawn in favour of “Pay and Accounts Officer, HWB” or Fixed Deposit Receipts from Nationalised or Scheduled Banks or Deposit at Call Receipt or Receipted Challan of RBI. In case, the earnest money is not deposited or is not in order the tender will be summarily rejected.
- Tender documents for the above work can be collected from P&AO, HWB, ‘O’ Floor, V.S. Bhavan, Anushaktinagar, Bombay – 400 094 from 10:00 hrs to 17:00 hrs on any working days during the period from 26.11.2007 to 14.12.2007 on payment of Rs. 500/- in favour of P&AO, HWB, Mumbai.
- In case the last date of sale / of receipt of tender / of opening the tender is declared as holiday, the respective dates shall be treated as postponed to the next working day accordingly.
- Tenders should be placed in sealed cover with the name of the work and Tender No. and Date written on the top of envelope and deposited in the tender box kept at the Security Office of HWB Office, 5th Floor, V.S. Bhavan, where copy of NIT is pasted over the box.
- Eligibility :
14.1 Eligibility shall be based on the past experience of handling similar type of projects, strength of the manpower and financial strength of the consultant.

Only the consultant who scores minimum 50% of marks shall be eligible. Tender document will be issued to the eligible consultants only on submission of documentary evidence against the above criteria.
- “Similar type of projects” shall mean “Providing consultancy services to obtain Environmental Clearance” from Ministry of Environment & Forests, Govt. of India, New Delhi and ‘Consent to Establish’ from any State Pollution Control Board for setting up of large scale Chemical Process Industry and carrying out Environment Impact Assessment (EIA).
- Security deposit equal to 10% of the contract value will be deducted from the bills of the consultant @ 10% of bill amount. On acceptance of the tender, the Earnest Money Deposit (EMD) will be converted into initial security deposit and shall be treated as part of security deposit.
- The bids are to be submitted in a sealed cover which should be duly super scribed with Tender Notice No. HWB / SH&E / 172 / 2007 / 01.
- Late offers will not be accepted.
- Tenders can also be obtained by post by sending a crossed Demand Draft of Rs. 800/- (Rs. 500/- as cost of tender document + Rs. 300/- to cover postage and other charges). Bids can be submitted by post but the bidders are advised to take into account the time required for postal transit.
- The Bidders are requested to visit the plant / site and get familiarised with local condition before submission of tenders.
- Right to issue and to accept or reject any or all tenders without assigning any reasons thereof is reserved by the undersigned.
