Tender No : HWB/GM(O)/M/DFAC/2007/R-1

  1. Sealed tenders in two parts in Part ‘A' (Technical Bid) and Part ‘B' (Commercial / Financial bid) are invited by General Manager (Operations) on behalf of President of India from approved, eligible and experienced contractors for the following works at _Heavy Water Plant (Manuguru) PO Gautaminagar, Aswapuram, Khammam Dist, Andhra Pradesh 507 116
  2. Name of the Work : Design, Engineering, Fabrication & Supply, Installation, Commissioning of Dry Fly Ash Collection Segregation and Storage System including Air Compressors, Ash Conveying Piping, Ash Storage Silos with Bag Filters and other Associated Equipments along with necessary Civil Works, Mechanical Works , Electrical, Instrumentation & Controls System and Performance Guarantee run on Turnkey Basis as EPC Contract at Captive Power Plant in Heavy Water Plant (Manuguru), Andhra Pradesh
  3. Estimated Cost (Rs.) : 1100 lakh
  4. Earnest Money Deposit (EMD) (Rs.) : 22 lakh
  5. Cost of Tender (Non Refundable) : Rs. 1500/-
  6. Period of Completion : 12 months from award of work
  7. Period of Validity of Tender : 180 days from the date of opening of the tender.
  8. Date of sale of Tender Document : From 07.5.2007 to 17.5.2007
  9. Last Date of Receipt of Tender : 18th June, 2007 at 15.00 hrs.
  10. Date of opening of Part ‘A' (Tech Bid) in presence of attending tenderers : 18th June, 2007 at 15.30 hrs.
  11. The Date of opening of price bids : 18th July, 2007. Only technically qualified bids will be opened.
  12. Earnest Money Deposit (EMD)
    EMD for the amount indicated should be submitted in a separate envelope along with the technical bid and should be in the form of either crossed Demand Draft from Nationalized or Scheduled Banks drawn in favour of “Pay and Accounts Officer, HWB” or Fixed Deposit Receipts from Nationalized or Scheduled Banks or Deposit at Call Receipt or Receipted Challan of RBI
    If the Earnest Money is found to be in order, then only the technical bid will be opened. In case, the earnest money is not deposited or is not in order the tender will be summarily rejected ).

  13. Tender documents for the above work can be had from P&AO, HWB, ‘O' Floor, V.S. Bhavan, Anushaktinagar, Mumbai – 400 094 from 10:00 hrs
    to 17:00 hrs on any working days on payment of Rs 1500/- in favour of P&AO, HWB, Mumbai.
  14. In case the last date of sale / of receipt of tender / of opening the tender is declared as Holidays, the respective dates shall be treated as postponed to the next working day accordingly.
  15. Tenders should be placed in sealed coved with the name of the work and Tender No. and Date written onthe top of envelope and deposited in the tender box kept at the Security of HWB Office, 5 th Floor, V.S. Bhavan, where copy of NIT is pasted over the box.
  16. Eligibility
    Tender documents shall be issued only on submission of following documents and fulfilling the qualifications mentioned below:
    16.1    Proof of registration with Govt/Semi Govt. organization like railways, PWD, CPWD, MES etc. in appropriate class and / having experience in carrying out similar jobs.
    16.2    Latest Solvency Certificate for 40% of the estimated cost of work from any scheduled bank.
    16.3    List of machinery and infrastructure facilities available to complete the work in time.
    16.4    List of technical staff
    16.5    List of similar works in hand and list of works carried out by them for the last seven (7) years, indicating Annual Turnover, the agency for whom executed, Value of work, Completion time – Stipulated and Actual. 16.6    Performance Certificates.

    16.7    Profit and Loss statement or latest Income Tax return filed with IT department.
    16.8    Qualification :

    Average annual turn over for last 3 years ending 31 st March of the previous Financial Year Experience of having successfully completed works for last 5 years
    330 lakh

    3 similar works of

    Rs. 440 lakh
    or 2 similar works of Rs. 550 lakh or 1 similar work of Rs. 880 lakh



  17. “Similar works” shall means Design, Engineering, Fabrication & Supply, Installation, Commissioning of Dry Fly Ash Collection and Storage System on Turnkey Basis as EPC Contract in any coal based power plant in previous 3 years
  18. Performance guarantee equal to 5 % of the contract value is required to be submitted within 15 days from the date of issue of L.O.I.
  19. Security deposit equal to 5 % of the contract value will be deducted from the bills of the contractor @ 10%
    of bill amount.
  20. The bids are to be submitted in two separate sealed covers, distinctly marked Part ‘A’ and Part ‘B’ and sealed inside a single envelope, which should be duly super scribed with Tender Notice No.
  21. Late offers will not be accepted.
  22. Tenders can be obtained by post by paying through crossed Demand Draft of (cost of tender document + Rs.300/- ) to cover postage and other charges. Bids can be submitted by post but the bidders are advised to take into account the time required for postal transit.
  23. The Bidders are requested to visit the plant at HWP(Manuguru) and get familiarized with local condition before submission of tenders.
  24. Right to issue and to accept or reject any or all tenders without assigning any reasons thereof is reserved by the undersigned.
