  1. Sealed tenders are hereby invited on behalf of The President of India by the General Manager, Heavy Water Plant, Tuticorin for carrying out the job of “ADDITIONAL REPAIR AND REPLACEMENT OF MAIN PLANT STRUCTURAL MEMBERS AT HWP(T)” from reputed contractors. The work is estimated to a cost of Rs 6,32,700/- (Rupees six lakhs thirty two thousand and seven hundred only).

  2. Duration of work is 4 months after award of work order. The starting date shall be consideredfrom the 15th day from the issue of confirmed work order.

  3. Time is the essence of the contract and no delay in execution of the job will be entertained and in case of default, compensation as envisaged in the tender conditions of the contract as applicablewill be levied.

  4. Tender documents consisting of general conditions, specifications, schedule of quantities and conditions of contract, plans, etc. to be complied with by the firm can be obtained on payments of Rs 500/-(Rupees five hundred only) in cash (non refundable) per set from the office of Senior Accounts Officer, Heavy Water Plant, Tuticorin – 628007, Tamil Nadu on any working day between 10.30 hrs. to 11.30 hrs & 14.00 hrs to 15.30 hrs. from 19.11.07 to 07.12.07. (In addition to the cost of tender document, Rs100/- shall be sent extra for obtaining the tender documentsby post).

  5. The contractors if required will be permitted inside the Plant site to assess the job on my workingDay between 1030 hours to 1400 hours up to 07.12.2007.

  6. The tender and the earnest money shall be placed in separate sealed envelopes each shall be marked as ‘TENDER’ and ‘EARNEST MONEY’ respectively. Both the envelopes shall be placed in another sealed envelope. The name of work and tender No. shall be susperscribed on the topside of the envelope and submitted to the general, Heavy Water Plant, Tuticorin – 628007, up to 1400 hrs. on 10.12.07 and will be opened at 1500 hrs. on 10.12.07. The envelope, which is containing the Earnest Money, shall be opened first. If the Earnest Money is found to be in order then only the other envelope containing the tender shall be opened. In case the Earnest Money is not in order, the tender shall be returned to the tendererunopened either on the spot, if the tenderer is present, or later by post.

  7. Tenders With any condition including that of conditional / unconditional rebate shall be rejected forthwith.

  8. The contractors should quote in figures as well as in words, the rates and / or amounts tendered by them. The amount for each item shall be worked out and the requisite totals furnished on each page and carried out where necessary to arrive at the total cost of work for each part of the work envisaged in this tenderAll corrections shall be attested by the dated initials of the tenderer.
  9. If the amount of an item is not worked out by the contractors and it does not correspond with the rate writteneither in figures or in words, then the rate quoted by the contractor shall be taken as correct and not the amount.

  10. If it is not found that the tender is not submitted in the proper manner or contains too many corrections orabsured rates or amount, it will be open for the government to ignore the tender.

  11. The tender shall be accompanied by Earnest Money Deposit amounting to Rs. 12,654/- either in the form of demand draft or deposit at call receipt of State Bank of India or any scheduled bank drawn in favour of Senior Accounts Officer, Heavy Water Plant, Tuticorin- 628007. Tender not accompanied by the EarnestMoney will summanily be rejected.

  12. A letter of intent shall be issued in the first instance informing the successful tenerer to submit an irrevocable performance guarantee of 5% of the tendered amount in addition to other deposits mentioned elsewhere in the contract agreement in the form of Government securities of fixed deposit receipts as Guarantee bonds of any schedule bank or the State Bank of India within 15 days of issue of letter of intent and Performance Guaranteeshould be initially valid up to the stipulated date of completion  +60 days beyond that.

  13. In case of failure by the contractor to furnish the P.G within the specified period, Government shall without prejudice  to any other right or remedy available in law be at liberty to forfeit the EMD absolutely.

  14. Award of letter shall be issued on receipt of performance guarantee.

  15. Security Deposit (Including Earnest Money) shall be 5% f the tendered value of the work which will be deducted at the rate of 10% from the running bills of the contractor. The security deposit will also accepted in cash or in the form of Government securities and fixed deposit receipts and guarantee bond of scheduled bank / State Bank of India.

  16. The General Manager of Heavy Water Plant, Tuticorin does not bind himself to accept  the lowest or any tender and reserves to himself the right of accepting the whole or any part of the tender and the tenderer shall be forced to perform the same at the rates quoted.

  17. Canvassing in any form in connection with the tender is strictly prohibited.

  18. Sales Tax or any other Tax or Royalty on materials in respect of this contract shall be payable by the contractor and Government will not entertain any claim whatsoever in this respect. Service tax shall be payable at the rate of 12.36% for the actual amount of payment released from the department on proof of documentary evidence only. Contractor has to quote service tax separately in their offer.

  19. Tenders for work shall remain valid for acceptance for a period of sixty days from the day of opening tenders.

  20. Item rate tender containing percentage above/below on their total tendered amount is liable for rejection. The Department shall reserve right to reject part or in full items mentioned in the schedule.

  21. The tenderer should acquaint themselves with the work and working conditions of the site and locality can no claim will be entertained on these issues.

  22. The tenderer should read the specifications and study the documents/drawing carefully and examine site conditions before submitting the tender wherever applicable.

  23. On acceptance of the tender, the name of the accredited representative(s) of the contractor, who would be responsible for taking instructions from the engineer shall be communicated by the contractor to the engineer.

  24. The contractor must produce labour license, Provident fund and insurance particulars, details of manpower, machineries, tools, tackles, copies of previous work order and completion certificate of similar works along with their offer. Incomplete offers will be summarily rejected.

  25. The acceptance of a tender will rest with the General Manager of Heavy Water Plant, Tuticorin who does not bind himself to accept the lowest tender and reserves to himself the authority to reject any or all of that tenders which any of the prescribed conditions are not fulfilled or incomplete in any respect are liable to be rejected.
