1. Sealed tenders in two parts in Part ‘I’ (Technical Bid) and Part ‘II’ (Commercial / Financial bid) are invited by Director (R&D/NA) on behalf of President of India for the following works at HWP, Baroda, Gujrat – 391 750.

2. Name of the Work: Design, Detailed engineering, fabrication/procurement and supply, inspection and testing at manufacturer works, transportation to site, erection, testing, painting, insulation and commissioning of equipment/system/machineries including all civil and electrical works (EPC work) for installation of TBP Plant at Heavy Water Plant, Baroda as per the Scope of Work and Technical Specification indicated in the Tender document.

10.	Last Date of Receipt of Tender	:	15-00 hrs of 20.09.2007
11.	Date of opening of Part  I (Tech bid ) in presence of  bidders	:	15-30 hrs of 20.09.2007
12.	The Date of opening of  Part II ( Price bid )	:	15-30 hrs of 19.11.2007

13. Earnest Money Deposit (EMD):
EMD for the amount indicated should be submitted in a separate envelope along with the technical bid and should be in the form of either crossed Demand Draft from Nationalised or Scheduled Banks drawn in favour of “Pay and Accounts Officer, HWB” or Fixed Deposit Receipts from Nationalised or Scheduled Banks or Deposit at Call Receipt or Receipted Challan of RBI.
If the Earnest Money is found to be in order, then only the technical bid will be opened. In case, the earnest money is not deposited or is not in order the tender will be summarily rejected.

14. Tender documents for the above work can be had from P&AO, HWB, ‘0’ Floor, V.S. Bhavan, Anushaktinagar, Mumbai – 400 094 from 10.00 hrs to 17.00 hrs on any working days on payment of Rs.1500/- in favour of Pay and Accounts Officer, HWB, Mumbai.

15. In case the last date of sale / of receipt of tender / of opening the tender is declared as Holiday, the respective dates shall be treated as postponed to the next working day accordingly.

16. Tenders should be placed in sealed covered with the name of the work and Tender No. and Date written on the top of envelope and deposited in the tender box kept at the Security of HWB office, 5th Floor, V.S. Bhavan, Anushaktinagar, Mumbai – 400 094, where copy of NIT is pasted over the box.

17. Eligibility:
Tender documents shall be issued  on submission of following documents and fulfilling the qualifications mentioned below:
17.1 Proof of experience in carrying out similar works.
17.2 List of similar works in hand and works carried out by them for  last seven (7) years, indicating Annual Turnover, the agency for whom executed, Value of work, Completion time – Stipulated and Actual.
17.3 Performance Certificates.
17.4 Qualification

Average annual turn over for last 3 years ending 31st March of the previous Financial Year	Experience of having successfully completed works for last 5 years
30% of the Contract Value	3 similar works of 40% of estimated value	Or 2 similar works of 50% of estimated value	Or 1 similar work of 80% of estimated value

“Similar works” shall mean carrying out EPC type work, i.e. Engineering, Procurement and Construction work for a process plant.

18. Performance guarantee equal to 5% of  Contract value is required to be submitted within 15 days from the date of issue of L.O.I.

19. Security deposit equal to 5% of the contract value will be deducted from the bills of the contractor @ 10% of bill amount.

20. The bids are to be submitted in two separate sealed covers, distinctly marked Part ‘I’ and Par ‘II’ and sealed inside a single envelope, which should be duly super scribed with Tender Notice No.

21. Late offers will not be accepted.

22. Tenders can be obtained by post by paying through crossed Demand Draft of (cost of tender document + Rs.300/-) to cover postage and other charges. Bids can be submitted by post but the bidders are advised to take into account the time required for postal transit.

23. The Bidders are requested to visit the plant and get familiarized with local condition before submission of tenders.

24. Right to issue and to accept or reject any or all tenders without assigning any reason thereof is reserved by the undersigned.
