Sealed public tenders in two Parts viz.Part A (Technical bid) and Part B (Financial & Commercial Bid) are invited on behalf of President of India by the Project Director (RMR),Heavy Water Board,Department of Atomic Energy,Mumbai 400 094 from the experienced engineering services consultancy firms registered in India,in the field of chemical process industry and/or hydro metallurgy processing and/or mineral processing for setting up industrial scale Rare Metal Recovery Plant based on solvent extraction process with major equipment of non-metallic construction for corrosive services,who meet the specified qualification requirements as mentioned below to undertake the consultancy work,on lump sum basis:

The eligibility of prospective bidders for the purpose of issue of Tender document will be decided by submitted documentary proof of experience of having executed similar work and production of Certificates regarding successful completion of at least three similar assignments (at lest one of these should be in Central/State Government/Central Autonomous Bodies/Public Sector Units/Joint Sector Companies/Registered Fertilizer Cooperatives),each costing not less than Rs 650 Lakh; or two similar assignments each costing not less than Rs.810 Lakh; or one similar assignments not costing less than Rs.1300 Lakh,during the last five years ending March 31,2009.In addition,the following shall also be produced at the time of purchase of Tender Document (i) Latest Income Tax Clearance certificate or audited statement of account of last three years. (ii) Average Annual financial turnoverfor immediate last three consecutive financial years (minimum Rs.490 lakh each). (iii) Certificate of not having incurred loss in more than two years during the last five years and that financial net worth of the tenderer is not negative.

5.	Cost of Tender Document	Rs.1500/- (Rupees One Thousand Five Hundred only) In the form of crossed DD drawn in favour of P&AO,HWB payable in any scheduled bank situated in Mumbai.
6.	Sale of Tender Document	29/06/2009 to 07/08/2009 (10.30 to 16.00 Hrs on working days) from Pay & Accounts Officer,Heavy Water Board, "0" Floor,V.S.Bhavan, Anushaktinagar, Mumbai 400 094.
7.	Pre-bid meeting (tentative)	On 24/08/2009 at 1100 hrs. at Heavy Water Board.
8.	Last Date of Submission of Tenders	1500 hrs on 14/09/2009 in tender box kept with Asst Security Officer,Heavy Water Board,5th Floor Vikram Bhavan,Anushaktinagar,Mumbai-400 094.
9.	Date of Opening of Technical bid (Part A) of Tenders	1530 hrs on 14/09/2009 at Heavy Water Board,5th Floor Vikram Sarabhai Bhavan, Anushaktinagar, Mumbai-400 094.
10.	Date of Opening of Financial/ Commercial Bid (Part B) of Tenders	Bidders will be informed about exact date and time in advance.
11.	Date of Validity of Tender	180 days from date of opening of Technical Bid (Part A)

The Request for issue of Tender Document along with proof of eligibility criteria and documents mentioned above should be addressed to P&AO,HWB along with cost of tender on or before 29/07/2009.Only those firms,which in the opinion of HWB authority meet tender requirements,will be issued the tender document.(Where necessary,enquiries will be made with the firm's references and bankers to verify the claims made in respect of the qualification requirements).Project Director (RMR),HWB,Mumbai reserves the right of not issuing the tender document without assigning any reasons.Tenders can also be obtaineed by Post by paying through crossed Demand Draft of Rs.1800/- to cover postage and other charges. Bids also can be submitted by post but the prospective bidders are advised to take into account the time required for postal transit.The dates of various activities mentioned above will be strictly adhered to and the department will not accept any responsibility for delay in postal transit.

In case the last date of sale and/or the date of receipt and opening of tender is declared as Holiday,the respective dates shall be treated as postponed to the next working day,correspondingly.
