1.Sealed two parts tenders(Technical as well as Commercial Bid), are hereby invited by the Associate Director (Projects), HWB for and on behalf of president of India, from approved, eligible and experienced contractors for the following work to be carried out at HWB (Kota), Post: Anushakti,dist:Chittorrgarh, Rajasthan -323303.

2. Name of the work: “carrying out reverse engineering Mechanical designing, development of fabrication drawing, fabrication & supply of coil type heat exchangers for heavy Water Plant(KOTA)”

3. Estimated Cost put to tender : Rs 80.0 Lakhs.

4. Earnest Money Deposit (EMD) :- Rs. 2.0 Lakh.

5. Cost of Tender document(non-refundable):-Rs. 1500/-

6. Period of Completion: 08 month from award of work.

7. Period of Validity of Tender :120 days from date of opening of the tender

8. Date of Sale of Tender: from 16.04.2007 to 30-04-2007 (can be collected in person during working hours on weekdays)

9. Last date of receipt of sealed tender: 15-05-2007 up to 15:00Hrs.

10. Date of Opening of price bid of the tender in presence of attending tenders:
15-05-2007 at 15:30 Hrs.

11. Date of opening of price Bid of the tender in presence of attending tenders:
Tentatively on 12-06-2007 at 15:30 Hrs.( In case of any change in opening date, same would be intimated through separate letters. Only technically qualified bids will be opened).

12. Earnest money deposit(EMD):
EMD for the amount indicated should be submitted in a separate envelope along with the technical bid and should be in the form of either crossed demand draft from nationalized or scheduled banks drawn in favour of “pay and accounts officer, call receipt or receipted challan of RBI
(If the Earnest money is found to be in order, then only the technical bid will be opened . In case, the earnest money is not deposited or is not in order the tender will be summarily rejected).

13 Tender documents for the above work can be had from P & AO, HWB, “O-th” floor, V.S. Bhawan, Anushaktinagar, Mumbai -400094 from 10:00 Hrs. to 17:00 Hrs. on any working days on payment of above mentioned tender cost in favor of P&AO, HWB, Mumbai.

14. In case the last date of sale/of receipt of tender/ of opening the tender is declared as holidays, the respective date shall be treated as postponed to the next working day accordingly.

15. Tenders should be placed in sealed cover with the name of the work and tender no. and date written on top of the envelope and deposited in the tender box kept at the security of the HWB Office, 5-th floor, V.S. Bhawan were copy of NIT is pasted over the Box.

16. Eligibility:
Tender documents shall be issued only on submission of following documents and fulfilling the qualification mentioned below:
a. Proof of registration with Govt./semi- Govt. organization like railways, PWD,CPWD, MES etc. in appropriate class and/having experience in carrying out similar jobs.
b. Latest Solvency certificate for 40% of the estimated cost of work from any scheduled Bank
c. List of machinery and infrastructure facilities available to complete the work in time.
d List of technical staff.
e List of similar works in hand and work carried out by them foe the last seven(07) years, indicating annual turnover, the agency for whom executed, value of work, Completion time-stipulated and actual.
f Performance certificates.
g. Profit and loss statements or latest income tax return filed with IT Department.
h Qualification

Average Annualized turnover for last 3 years ending 31 st march of the previous financial year 30% of the contract value	Experience of having successfully completed works for last 5 years.
	3 similar works of 40% of estimated value	2 similar works of 50% of estimated value	1 similar works of 80% of estimated value

17 “similar Works” shall mean – carrying out reverse engineering work & drawing development by measuring the dimension of the old equipment, fabrication of similar coil type exchangers of SS material & meeting the NDT requirement etc.

18. Performance Guarantee equal to 5% of the contract value is required to be submitted within 15 days from the date of issue of L.O.I.

19. Security Deposit equal to 5% of the contract value will be deducted from the bill of the contractor @ 10% of bill amount.

20. There should be separate sealed covers for “EMD”, "Technical Bid” and “Price Bid” all put together in a bid cover and sealed  and submitted as “offer” within 15-05-2007. The Big cover should be distinctly marked about the company and should be duly superscripted with Tender Notice number.

21. Late offers will not be accepted.

22. Tenders can be obtained by post by paying through crossed Demand Draft of (cost of tender document + Rs. 300/-) to cover postage and other charges. Bid can be submitted by post but the Bidders are advised to take in to account the time required for postal transit.

23. The Bidders are requested to visit the plant and get familiarized with local condition before submission of tenders.

24. Right to issue and accept or reject any or all tenders, without assigning any reasons thereof, is reserved by the undersigned.
